A system that's completely dead doesn't leave much to decide - there's nothing running to shut off - so the real question is what you can safely check before calling, and what to leave alone. The one thing not to do is stand at the panel flipping a breaker that keeps tripping; that's a warning, not a reset button.
Go in order. At the electrical panel, look for the AC breaker sitting halfway between on and off or fully tripped, and reset it once - if it trips straight back, stop and leave it off. Check the thermostat next: a blank or dim screen usually means dead batteries, so replace them and set it to "cool." Then find the condensate drain pan or the float switch near the indoor unit - in Florida a full pan is a leading reason a healthy system won't start, because the safety switch cuts power on purpose to stop water damage.
